Pluto works. When it works it is quick and has many nice features… for example every theft recovery you get a car with cut off telematics and corresponding dash message. Pluto can deactivate it.
JET Master/Pro
JET means JLR Engineering Tool, in China market also call it SX-tool (Super X).

It uses cheap ENET cable, it has instant online support and licens release. JET has no IP limitation.
Which one to choose?
Someone who has both PLUTO and JET, both works good to flash new KVM and program keys, also change VIN number in used modules.
Need virgin kvm for Pluto and JET.
Be careful investing for key programming as JLR have recently released a security update campaign affecting new style cars/keys 2019+. Owners told to drive into dealership for topix update to “stop keys being cloned” -Insurance rocked as thefts rocket.
BCM locked in addition to KVM.
So Pluto or JET and SDD/Pathfinder make a bundle. Topix for key programming and Pluto or JET for module programming.
